PURPOSE OF THE ASSIGNMENT:

Job holders typically report to a Monitoring Associate; the reporting lines may change depending on the location and size of the office. At this level, work is carried out under minimum supervision. Job holders are expected to produce organized and accurate technical work and reports. They may provide guidance on standard practices to other staff and counterparts in their area of work.

KEY ACCOUNTABILITIES/RESPONSIBILITIES:

In consultation with Head of Field Office and Head of RAM, support preparation and implementation of monthly monitoring plans of the respective catchment areas with overall guidance from the Country Office (CO) M&E.

Monitor WFP project activities (including observation of partner performance) to meet minimum monitoring requirements and to support timely project implementation.

Coordinate data collection exercises at the field level in cooperation with CO Monitoring team, cooperating partners (CPs), relevant Government and other stakeholders; in coordination with the respective Programme and FO, provide information about activity sites to the CO to inform sampling plans.

Support the collection of process, output and outcome monitoring data, including distribution monitoring, activity implementation monitoring, Post-Distribution Monitoring, surveys and qualitative data collection methodologies (i.e., Observation, Group Interview, Key Informant Interviews, Focus Group Discussions), using questionnaires and question guides developed by the CO Monitoring.

Work closely with sub-national Government, NGOs, CSOs, village and ward leaders, religious and community leaders, and cooperating partners to collect and summarise assistance programme(s) data; conduct analysis and prepare reports in order to support programme reviews and informative decision-making.

Prepare process monitoring reports and monitor and update Monitoring and Programme teams on the status of action items.

Ensure that issues identified through process and activity implementation monitoring visits are properly recorded immediately in the CO Process Monitoring Issues Escalation system after a field visit and escalated in a timely manner; support issues resolution; track actions taken by relevant actors to fully resolve issue.

Keep track of monitoring visits and coverage within the catchment areas, ensuring that all activity sites are monitored; report actual monitoring visits to CO M&E on monthly basis

Suggest improvements to field monitoring processes and procedures for efficient implementation of the assistance programmes.

Provide standard trainings for cooperating partners on WFP monitoring tools and methods to support them to independently self-monitor and to contribute to the visibility of WFP in the coverage areas.

Assist in organizing technical support missions from the CO M&E team, evaluation teams or other missions related to M&E.

Ensure the Field Office monitoring practices align with corporate and CO monitoring standards, including standard operating procedures (SOPs), the Corporate Results Framework (CRF), other corporate monitoring guidance as well as data protection and privacy policies.

Ensure ethical guidelines are followed during monitoring activities.

Work with Complaints and Feedback Mechanism (CFM) manager to coordinate and deliver timely information to beneficiaries about the actions taken based on monitoring and CFM findings.

Provide regular and timely update to monitoring tracking sheets on output data for inputs to COMET.

Support the supervisor in compiling inputs for semi-monthly field office reports.

Perform other duties as assigned by supervisor.

MINIMUM QUALIFICATIONS AND EXPERIENCE:

Education:

Completion of secondary school education is required. A post-secondary certificate in the related functional area is desirable. Having a bachelor’s degree in agriculture, agricultural economics, agribusiness, rural development, nutrition, food security, statistics, natural resources management of other related fields is an advantage.

Experience:

Has a minimum of 4 years of relevant monitoring and/or operational experience, including coordinating project implementation and monitoring activities, developing monitoring data collection questionnaires and digitizing them, collecting monitoring data, conducting quantitative and qualitative analyses, and reporting findings to management, partners and other stakeholders.

Has worked with technical teams (i.e., agriculture, nutrition, food security analysis, etc.).

Has contributed to implementation of programmes in support of food assistance, resilience building, livelihoods support, and small holder farmer support.

Has experience in dealing with horticultural crops.

Has experience in applying sustainable farming systems and environmental conservation practices in agriculture.

Knowledge & Skills:

Data analytical knowledge and skills on Programme output and outcome data monitoring.

General knowledge of monitoring systems, processes, tools, and standards.

Compilation, analysis, and presentation of data using statistical and presentation software such as Excel, SPSS, and PowerPoint.

Experience in direct implementation or field monitoring of community or village-based projects.

Demonstrate to have problem solving skills.

Language: Fluency in both oral and written communication in English and Swahili languages

FUNCTIONAL CAPABILITIES:

Strategic Management:

Displays basic understanding of WFP’s policies and strategies to perform monitoring and/or evaluation activities and their inter-relationship.

Performance Management:

Applies knowledge of WFP’s performance management system to manage resources and relationships to undertake monitoring actions or deliver straightforward evaluations of operations, programmes, or processes to WFP monitoring and/or evaluation quality standards.

Qualitative/Quantitative Methodology:

Understand and applies an appropriate mix of established methods and data collection tools to monitoring, reviews or straightforward evaluations, in line with WFP’s strategic and operational results frameworks (metrics), WFP guidance and technical standards.

Data Analytics and Visualization:

Collects and summarizes programme data, including information on shipments, distribution site logistics, the status of personas in need, and beneficiaries planned and reached for all programme assistance modalities and activities.

Programme Monitoring and Review:

Gathers, organizes, and provides data on programme outputs, processes, and outcomes, including distribution plans and the status, quantity, and quality of food and cash distributed and technical assistance provided.
